Geneva 2018 Thematic Workshop on Human Rights in Armed Conflict

The evolution and increasing complexity of armed conflicts – in terms of the nature of the violence, the geographical scope of hostilities, the types of actors involved, and the protection issues raised – casts a new light on the applicability and relevance of human rights norms in situations of armed conflict. This workshop examines the complementarity between international human rights law (IHRL) and other legal frameworks, in particular international humanitarian law (IHL). Building on an exploration of the legal aspects of the interplay between those frameworks, the workshop then provides participants with an overview of what the application of human rights norms means in practice, with the view to ensure greater protection of people affected by armed conflict. It does so through case studies and exercises, which help build an understanding of specific issues, such as detention, the use of lethal force, the delivery of humanitarian assistance, the administration of a territory by a non-State armed group, and the use of human rights protection mechanisms.
